With the belt in place, stand back and eyeball down the edges of the belt to see if all the pulleys lign up straight.

There is some pullet that is either out of line with the others, or running at a slight angle due to bearings, bushings, etc.
With the belt loose, check the water pump to see if the shaft bearings are worn, or if the pulley is dented or bent.
I believe you said you replaced the tensioner pulley, but check the pivot point of the tensioner if you didn't replace the complete assembly. It has a bushing inside that can wear, and let it pull slightly sideward.

If it quiets down on a rainy day, it isn't going to be off by much, and will be very hard to see.

When it is squeeking, you might be able to hold a piece of hose, say about three feet long heater hose, hold it to your ear on one end, and move the other end carefully about the area. Use it like a stethescope to narrow down the search area.
