Chevrolet Repair: starting problem, battery cables, starter solinoid

i have a 1989 camero with the 2.8 v6. my problem is that after the car has been driven awhile,say over30 minutes,it will not start for a period of anywhere from 30 to 90 minutes later. when the key is turned nothing happens,only a slight click can be heard from behind the left kick panel. all other electricals work,(lights,dash lights,radio,etc.). i live in so.california. this problem occurs in summer and seems to almost disappear during winter. i have replaced batteries,alternator,starter solinoid,and battery cables to try and solve the problem. once i adjusted the nuetral safety switch and it seemed to cure the problem. but after a month or so the problem returned. also, when i turn the key the voltometer pegs to 0. when the car is turned off  after driving awhile, if you try and start it right away it usually will. but if you try after a few minutes it won't until the 30 to 90 minutes.

Hi Steve, If this car has the VATS theft system on it(the key has that little chip in it) I would go there. The most common thing on this system is the ignition lock cylinder to go bad.
