Chevrolet Repair: 1994 Chevrolet Suburban Tailgate, salvage yard, chevrolet suburban

This is a horizontal tailgate. Neither the key or remote unlock button will unlock the upper portion of the tailgate. The bottom portion is released but cannot be opened without the top portion being opened. I took off the trim inside, but could not see a latch. When operating the remote unlock button, I can hear it click. How can I open the top portion of the tailgate?

I am not familiar with that, but didn't just want to click on can't help.
I suppose you have tried pushing closed while trying to unlock?
That may be one that a trip to the dealer body shop might be the answer.
A salvage yard, if they happened to have a door like that, might let you look inside, etc, but maybe not.
Kinda sounds like the lock mechanism might be unhooked, but just not my area.
