Chrysler Repair: 92 dynasty 3.3 liter wont start

QUESTION: Hi!
The car was running fine.  I shut it off and although it turns motor over it will not start.  The relays in fuse box under hood seem OK, no loose wires or connections that I can see. I have not been able to get flash code by cycling ignition switch, so I don't know if there are codes.  There is no spark when turning engine over, but all other electronics seem to work.  I also tried resetting ECU by disconnecting battery.  Should I check ECU?  If so, where is it?  Should I check sensors?  If so where are they?  Please help!

ANSWER: Let me check the wiring diagrams and get right back. In the meantime, is your "check engine" light working? And if so try turning the ignition key "on-off-on-off-on and leave on" doing that in 5 seconds or less elapsed time. Then watch the check engine light, which remains 'on' to see it begin to flash, pause, flash, etc. count the number of flashes before each pause. Then repeat the process to be sure of an accurate set of flash counts. Let me know if you get flashes or if the light isn't working.
When you turn the key to 'run' do you hear the fuel pump for about 1 second. And then when cranking does it run again as long as you crank?
Let us try to get a fault code by the check engine light as that may tell us about the functioning of the sensors, and of the ECU.

QUESTION: I tried the On-Off-On-Off-On and leave on and do not get any flashes.  The "check Gauges" light works, but I do not see any "check engine" light.  I do NOT hear fuel pump come on when ignition is turned on.  I did check the relay switches in the fuse box under the hood and they all seem OK.  

What should I do now?

ANSWER: Hi William,
We have to get the check engine light working. On the mechanical type of instrument cluster that light is on the left panel (along with the oil pressure gauge). Let me know if you have the electronic type of instrument cluster.
Check to see whether you have 12v on both clips of fuse #8 under the dash when the key is in the 'run' position. The check engine warning lamp is powered from the ECU and the ECU is powered from fuse 8. The fuel pump not running for a second after you turn the key to run also suggests that the ECU may not be getting power as it has to activate the fuel pump relay if that is to run. So maybe the ECU is not getting power to operate.

I am getting 12 volts, and the fuse is good.  I also checked the fuse labeled "module" and am getting 12 V and that fuse is also good.

Then I would suspect the bulb is burned out (again this is a mechanical cluster, correct?).
You can find the wire that powers the check engine light on pin 32 of the engine controller 60-pin plug (black/pink wire). The controller is mounted on the left inner-fender, forward of the power distribution box, and has a large rectangular plug held in place by a single bolt. If you find the wire on pin 32 then put a fine pin through the insulation and read the voltage on that wire when you turn the key to run it should show 12v. Then do the on-off-on-off-on and leave on of the ignition switch (in 5 seconds or less) and monitor the voltage for 12v to do the on-off routing representing flashing/pausing of the check engine light. Let me know the pulsing numbers between each pause of the 12v reading. Or you could remove the cluster and replace the 'check engine' bulb, as you choose. It is on pin 3 of the 5-pin plug of the cluster but is a lot more detail to do that,
The same wire goes through the large 50-pin bulkhead (firewall) connector under the dash at pin 38, so you might get a connection to it there.
