Chrysler Repair: 99 Caravan overheating: fan relay?

I left the car with a/c running for few minutes this afternoon. When I came back, the temperature needle was almost vertical. I checked and the radiator fans were not running. Driving home for a mile or so reduced the temperature as air went over the radiator. Now, I know there is a problem with the radiator fan relay on this model and it has failed in the past and I am sure it is the culprit as I can turn both radiator fans by hand. My question: Is there a way I can confirm the failure fan relay before replacing it?

Hi Shafique,
Fuse 24 in the power box supplies the voltage to the relay and is connected to the battery so should show 12V on both contacts, or check its continuity. The dark green wires at the fans are given 12V when the relay closes so you could verify the connection from pin 3 at the relay plug to the fan plugs, and you can jump 12V to the fans as an alternative to test the fans.
The relay is controlled by the pcm pin 73 to relay plug pin 2 so you could check that connection as well. The black wires from the fans and from pin 1 of the relay plug are grounded nearby so check those. If all check out, then the relay has probably failed again.
Because it is solid state and can be damaged by heat make sure that it is mechanically well attached to metal so that heat is conducted away from it.
