Chrysler Repair: stuck wiper motor on 94 Dodge Spirit

Question
Roland,
Thank you so much for you invaluable help to the general public over the years. I have a nice 94 Dodge Spirit w/94 k in the last 2 years the wipers would stop on occasion during mid operation. I got buy after smacking the wiper motor hard and they would work again . Im fustrated right now , 1st how do i get to the relay panel on that car ,not the fuse box. 2nd I pulled the motor ,have pulled it apart inspected it seems okay .doesnt seem rebuildable . Is it the relay the switch or the motor ? Whats your opinion? Ive got power to the motor and continuity. Also can you point me to any resource that would be so awesome . Again I thank you for your time

Answer
Hi Philip,
As to the 'relay panel' I don't believe there is such a panel as the relays appear to be scattered around the vehicle. What relays are you seeking to find? I don't see a wiper relay in the circuitry.
If fuse 18 is good: If the motor won't run in the low speed position then do the following checks at the 4-pin plug at the motor:
Check the voltage between the pin at the motor with the brown/white wire and a nearby ground. if there is none or less than 1 volt, then move the ground lead of the meter to the - post of the battery and see if the voltage changes? The motor is grounded by being mounted in place so do these measurement with the motor itself well-grounded.
If still no voltage then the problem is in the harness or the wiper switch.
If no more than 3 volts is observed the problem is a faulty motor assembly. (By implication if there is 12v at the test point and the motor body is grounded and yet it won't run then the motor is bad.
If the fuse is blown let me know.  I can photo-copy the pages that show the wiring  and trouble-shooting of the wiper motor system and postal mail them to you.
Thanks for the rating and nomination.
