Answer
Hi T,
I am not sure where the 'guy' connected the wire from the battery to the fuse box. But if he did it correctly, then the engine not shutting off indicates to me that there is a faulty circuit inside the ignition switch itself. You can remove the screw on the tilt lever and then remove that lever, then remove covers on the steering column (screws on the underside). There is a 10-wire plug on the switch, and the dark blue wire should not show any voltage reading when the key is in the 'off' position. If it shows 12v in the 'off' position then the switch is defective and needs to be replaced. A defective ignition switch may also explain the problem with no starting because the starter motor is activated by a different section inside the switch (the yellow wire should show 12v in the 'start' position of the key). But that dark blue wire powers the ignition/fuel system and ASD relay so if it stayed 'on' with the switch in the 'off' position then the engine would keep running.
I have a couple of pages that show the switch and how to replace it if you need that and I can postal mail that to you if you tell me your postal mailing address. I prefer to not conduct my activity via the telephone so that other Chrysler owners have an opportunity to learn about their cars as well by reading our dialogs.
Please read the PS below and respond.
Thanks,
Roland
