why will the dash lights in my 1999 chrysler cirrus not shut off

Hi Robert,
If all the dimmable lights on the dash board are staying "on" (not just the instrument cluster) even though the headlamp switch is in the 'off' position, then there is either a fault in the headlamp switch or a fault in the body computer, or a short in the wire that connects them together to a 12v source. The body control has 5 plugs and on pin 18 of the 22-pin plug you will find a red wire that comes from the multifunction switch's headlamp control  part. If it shows 12v when the headlamp switch is off then that suggests a switch failure or a short to voltage along that wire.
Or better yet, try turning the dimmer control knob when the switch if 'off' to see if the lights are dimmable. If they are then there is a fault in the multi-function switch. If not dimmable, then there is a short of 12v to the red wire.
The body control mudule is attached to the fuse box under the dash at the left hand end, and the fuse box has 4 plugs while the body contol module has 5 plugs.
If only the cluster lights stay on, then there is a short to 12v on the orange wire that runs between the cluster and the body computer. Let me know what you learn.
