I am surprised by these results. Were they made with each of the fuses being in their sockets for all the measurement or not? And again,  these are the 2 readings, one each side of the fuse, correct?
If not, then redo the readings.

It only allows me to thank you.  But here is the answer.  In each case I removed a fuse but left the other 3 in their sockets.  Then, without the fuse plugged in, I used the positive probe to poke into the sockets where the fuse plugs in.  For example, for the following one:

Fuse 18: Ignition off, 0 and 0.  Ignition on, 11.6 and 2.5

for fuse 18, with the ignition off, neither socket showed voltage.

OK, I need to have the readings in all cases with all fuses in their sockets. I was trying to verify that the fuses were actually seated in the sockets properly. Ask a new question as you have run out of follow-ups on this one. Seem my revised answer to the immediate previous answer.
