Chrysler Repair: 2002 sebring thermostat, upper radiator hose, radiator core

Question
The car sometimes will over heat, by sometimes I mean it may be a week or even a few months between overheating.
I thought that maybe the fans were not coming on but I ruled that out as I bypassed the relay and had them on all the time the car was running.
The coolant will be boiling at of the filler tank but the lower hose and radiator seems cool or cold. This leads me to think that the thermostat may not be opening all the time. Before I get into removing all that is necessary to replace it I wanted to ask your opinion if this sound like the correct conclusion.

Answer
Make sure that the upper radiator hose and the side of the radiator to which it is attached is not cold when you overheat. That would be a sign of a thermostat failure to open. If it is hot, but the lower radiator hose is cold, then I would suspect that the radiator core itself is plugged.
