Chrysler Repair: 97 Town n Country Engine Will Not Start, flash check, fuel pump

Dear Russell, I have read some of your answers to this problem and I still have the problem. The vehicle was given to me (fuel filter was replaced)and I was told the fuel pump need to be replaced. It is a 1997 Town n Country LXI 3.8 147,000 miles.
The engine did start and ran for a two minutes or less. Started again, it shut down, not started since. (The previous owner told me that the check engine light been on for some time now. He was traveling from Chicago to the West Coast, it stopped on him here in Dallas,Texas).I tried entering the vehicle from the passenger side door with the key. That did not work, no change. I also open the hood and then I tried to open the tailgate, key would not fit. I opened the hood again and then cycled the tailgate lock (lock-unlock-lock-unlock several times). No change.
Next I tried the on off - on off - on with the ignition key and this is what I saw:

One flash, check engine light came on. Two flashes, check engine light came on. Three flashes, check engine light came on. Four flashes, check engine light came on. Five flashes (4 times)...then it went back to flashing one time.

What I do now?
The fuses at not numbered in the power box nor the lid, how can I locate fuse #28?

To answer the last question, Fuse 28 is the first fuse in the top right side of the PDC and supplies power to the Airbag Control module along with Fuse 27. The flashes you got by cycling the key are all but useless for diagnosing a no start concern. What you should have seen was a 4 digit number preceded by a P, like P1234, where the mileage is displayed. I have two questions at this point, First, Was the fuel pump changed? You didn't mention if it was or not. Second, Are you suspecting that there may be a security system problem with the van? Please clarify so I can better assist you.
