Chrysler Repair: 2.7 dodge timing chain tensioner, chrysler factory, head gasket

I have a 02 Dodge intrepid with the 2.7l engine. i have recently chainged my head gasket and we are trying to put everything back together and start her up. the problem is the timing chain tensioner is jamming and causing the chain to slip. I have the special tool 8186 designed to purge and reset the tensioner. We reset the tensioner, set the timing chain. We then try to test the assembly by turning the crankshaf but after 1 or one and a half cycles the tensioner jams and the chain slips. How do I go about getting this tensioner to keep proper pressure so the chain stays in place? Please help me, we've been working on this engine for 3 months now. I am at my wits end and all my local mechanics are stumped.

Do you have the pages from the Chrysler factory service manual that show how to do it? If not, let me know and I can copy off a CD and email it to your email address this afternoon. Just send me a 'follow-up question' but choose the 'private' option so that when you list your address in the text it doesn't get deleted from the message. I know you have to put your email in when you ask the question but the 'expert' doesn't see that.
The procedure requires the oil be purged first from the tensioner, and then the tensioner is reset using opposite sides of the 8186 to do it. There are some figures and text that describe the job. If it is not properly reset it will cause jamming.
