Chrysler Repair: Concorde 2.7 no start, pcm, concorde

Question
I have the computer disconnected and out of the car.   I had someone turn
on the key and I had no voltage at pin 7 or 13.

Answer
Pin 7 and 13 are not connected to voltage, they are connected to the pcm, so you won't see voltage unless they are plugged in and the engine is cranking over. So just check for continuity of the wires. If you are showing any sign of life, I wouldn't focus on the injectors. Until you can get some ignition on the other 4 cylinders you don't need to worry about 2 injectors not working.
Let me clarify, you won't get 12v on the other wire of each injector unless you have the pcm plugged in and you are cranking over the engine. Then you will 'see' that 12v on the wires that go to the pcm. The pcm will ground the wires once every 2 revolutions of the engine which causes the injection of gas. But you have to have the pcm connected and  the rotational sensors have to be working and the engine rotating for the 12v to be applied to the dark green/light green wires.
