Chrysler Repair: 99 T&C headlights: wont shut off, chrysler town and country, flash switch

I have a 99 chrysler town and country and the headlights won't turn off  it does not have automatic ones what could be the problem?

Hi Joe,
In the electrical box under the hood there is a high beam and a low beam relay (4th and 5th from the front on the in-board side of the box). Try removing those one at a time to see which causes the lamps to go out. That one might be stuck 'on' so try putting the other relay in its place and see if the lights then stay off. If they do stay off, then the relay that was in that socket is stuck closed and needs to be replaced. If they come back on then there is a false request coming from the headlamp switch to the body computer telling it to activate the relay. We can check that out further if it is the case.
Another possibility is that the high beam momentary flash switch is stuck closed so we would need to check out that as the possible cause if the high beam relay is the one that is closed and won't shut off.
