Can you swap parts between a 98 and a 95 chrysler cirrus?

Most parts on the model don't change over a time period of 3 years, but because '95 was the first model year of the Cirrus there may be some changes that were needed. It would be prudent to check with whoever you are buying parts from the see if the part numbers were identical between the '95 and '98 model year, accoding to their catalogs. Most mechanical/electric parts are constant, while the electronic modules are likely to change from year to year.
