My car makes a squealing noise when I reach around 40mph, I
can also put the car in neutral while rolling and it still
makes the sound. It's not the brakes they are new.

Can you tell any location from which it might be coming? If you lightly tap the brake does it change? Is it affected by turning the steering wheel slightly to either side? Could the parking brake be slightly 'on'? Try coasting with the engine off and see if it still squeals. Let me know what you learn.
