Chrysler Repair: grand voyager horn, flexible coupling, continuity tester

Question
QUESTION: Hi   My horn just came on while driving ,the only way to stop it is to take out the
fuse , can i fix this problem or do i need to take it back to a dealer

ANSWER: Hi Colin,
It is most likely that the flexible coupling between the steering wheel and column called the 'clockspring' has failed. This is something that you can replace yourself but you need a few instructions. Let me know the year and maybe I can email these to you and if not I can postal mail them to you.

QUESTION: Thank you, but all the other things in the steering wheel ie  radio controls and
cruise control work ho and lights etc , is the clockspring only for horn and alarm?
advise would be appreiated on how to do , thank you again for such a quick
response.

Answer
Hi Colin,
It is also for the air bag,  and it has several multi-wire plugs. It may be a short in the horn grounding wire proper on the way between the horn relay and clockspring or the wire in the clock spring itself may be broken and is shorting to the steering column or another ground wire in the harness. You can only tell by removing the steering wheel and checking out the situation, ideally with a continuity tester or ohmmeter. If the horn will stop blowing when you turn the steering wheel from one extreme to the other, then that would implicate the clockspring though even if it doesn't stop would it prove it is ok. So if you want to do it yourself let me know and tell me the year of the van and also is this an exported vehicle? I need your email address if I have a digital version of the instruction to share, and a mailing address if I have to hard copy and mail to you.
