Chrysler Repair: 2005 dodge neon p0340 error code, oil filler cap, dodge neon

QUESTION: "2005 dodge neon was making flapping noise and then stalled
while driving, and now wont start.  error code P0340,
replaced battery, cam shaft sensor, plugs and wires and
still wont start.  while under the car found that the oil
filter was not screwed on all the way and was leaking ( had
oil change done about 2 weeks prior) what could it be?"

ANSWER: Hi Kandi,
I would wonder if it might be a wiring issue between the cam sensor and the pcm. But another possibility is that the timing belt has broken which means the cam sensor would not send a signal because the cam isn't turning. Have you considered that possibility? What size engine do you have and how many miles on it?

QUESTION: Yes but very hard to access so cannot see.  I dont know what
size engine it is sorry.  and it has approximately 130k miles
on it

Answer
Four possibilities:
Remove the cam shaft sensor and notice whether the magnet rotates when a helper cranks the starter.
Look inside the oil filler cap with a flashlight to see if you can see any part of the valve train and notice whether it moves when the engine is cranked.
Also possibly loosen the upper cover on the timing belt area and sneak a peak throungh the edge of the opening there.
Finally, you could remove a spark plug and measure for compression
