Hi Gina,
I called a local dealer parts counter.
The part they replaced is from the vehicle security system, specifically the sentry key immobilizer module which is in the steering column and the one part of it that is visible is the ring that surrounds the ignition key lock cylinder. That would not appear to me to be related specifically to the symptoms that you describe, but rather to the body control module which is involved in the horn, wipers, power door locks, etc. that you mentioned. The module they replaced would be involved if the key was not recognized and so the engine wouldn't start. The dealer should use a code reader to find out what faults have been recognized and stored in the memory of the body computer module. Once there is a fault detected, find out how it is called and then I can see if I find it in the '06 manual which is the most recent one that I have.
My suspicion is that some water may have leaked in via the windshield and dripped on the body control module which is under the dash on the firewall at the left end, resulting in some short circuiting of pins in one of the body control module sockets. If you had a car wash or rain around the time this started, that would be a likely source if this is the cause. I would suggest removing the several plugs on the body control module and spraying them with electronic circuit board cleaner which when it evaporates will also remove the water vapor that could be causing the problem. That would be a simple inexpensive thing try yourself. The cleaner in a spray can is available at electronics stores.
I would think you have a good basis for getting a refund on the module that was installed, and then see if they can truly solve the issue.
