Hi Dan,
If it doesn't blow when the relay is removed, then you have to conclude that either the brown wire from the relay socket's middle pin (#10 in the very middle of the socket) is shorted along its pathway to the starter motor solenoid switch, or that the solenoid switch on the starter motor is shorting to ground and so you would need to replace that which usually means replacing the starter motor in its entirety unless you can find a separate solenoid part. So disconnect the brown wire at the solenoid and see if it still is shorted and if not then it would suggest that the solenoid switch is indeed shorted. You could also check the solenoid switch where the wire is attached, after you disconnect the wire. to see if it shows a dead short to ground. You would need a digital ohmmeter because you are looking for the difference between a true 0 ohms, and something like 1 ohm if the solenoid isn't shorted. But if you don't have a meter, then it is probably the starter solenoid.
