Hi Larry,
If I understand you correctly: on first attempt to restart there was no sound of the fuel pump for about a second or so, and there was no action from the starter motor. But accessories/lights worked. After 15 minutes tries again and it restarted. You also said the gauges didn't work after the stall.
I can't be sure what went wrong, but I assume it is now running. Given the die out, the refusal to actuate the starter, and the lack of gauges and fuel pump sound, this suggests to me that the failure (intermittent) of the ignition switch in one of the three sections. You might try spraying the inside of the switch (remove the steering column cover, screws on the underside) and use some electronic circuit cleaner with a straw applicator to apply inside the switch through a crack or hole in the switch body. I suspect power to the trans and engine control computers was lost.
You could try and get the fault codes (if any) that may be stored in the engine computer using the ignition key:"on-off-on-off-on and leave on" doing that is 5 seconds or less elapsed time.
Then watch the check engine light, which remains 'on', to see it begin to flash, pause, flash, etc.  Count the number of flashes before each pause. Then repeat to be sure of having an accurate set of flash counts. The last two sets of flash will be 5 in each. Tell me any other flash counts that appear in the order of their appearance and we'll go from there.
