Hi Earl,
It is a problem with the adjustment of the gear shift lever to transmission control lever connection (which is usually via a cable. The outer sheath of the cable can be adjusted where it attaches to the transmission and thus cause the starter to activate normally. Without specifics as to year/model I can't be exact in telling you how to make the adjustment. Usually you place the gear shifter in Park, then  at the transmission you loosen the cable sheath clamp, then you rotate the lever on the vertical shift rod that the cable is atttached to until it reached the dead-end of its motion and hold it there while you tighten the screw on the sheath clamp.
