I have a 2008 Chrysler Sebring Touring, the other day my blinkers, brights and windshield wipers quit working.  Is this a fuse problem?

I doubt it is a fuse because those circuits are typically wired through separate independent fuses. Rather you may find fuse 15 powers the wipes and blinkers, but the brights are on a different circuit. You might want to check that the 2 plugs that connect the wiring to the multi-funtion switch where all these are controlled might be dislodged loose.
