Chrysler Repair: HORN GOING OFF WHEN KEY IS REMOVED, clock spring, chrysler dealership

QUESTION: HI ROLAND
BEST OF THE SEASON TO YOU. UNFORTUNATELY, THE PROBLEM WITH THE HORN HAS NOT BEEN SOLVED. I TOOK IT TO THE LOCAL CHRYSLER DEALERSHIP BUT THEY COULD NOT FIND THE PROBLEM. THEY TRIED CHANGING THE CLOCK SPRING AND BCM WITHOUT SUCCESS. IN FACT, THE PROBLEM GOT WORSE, OR MAYBE, INITIALLY I DID NOT REALIZE THAT THE CRUISE ON/OFF BUTTON ON THE STEERING WHEEL DID NOT WORK,BUT WHEN PRESSED WHILE THE VAN WAS RUNNING, THE HORN WOULD GO OFF. THE DEALERSHIP THOUGHT THE PROBLEM SOLVED ITSELF (UNEXPECTEDLY WITHOUT DOING ANYTHING????). THE CRUISE WORKED AND NO HORN WHEN THE VAN WAS NOT OPERATING BUTTTTTTT WHEN THE HORN ON THE STEERING WHEEL WAS PUSHED, THE PROBLEM RE-OCCURRED.. NO CRUISE BUT HORN GOES OFF WHEN CRUISE BUTTON IS PUSHED AND WHEN IGNITION IS OFF THE HORN IS ACTIVATED??????????????/
ALSO, YOU MENTIONED "FUSE 14". THE COVER ON MY VAN POWERBOX IS NOT "NUMBERED" BUT IS "WORDED". COULD YOU PLEASE IDENTIFY WHAT FUSE 14 IS AND WHERE IT IS LOCATED IN THE POWERBOX?

ANSWER: Hi Clarence,
I found the earlier q & a's to refresh my memory. I didn't find the specific mention of fuse 14 but that is the one for the speaker relays used in the radio system. The relay is the forward most on the driver side of the box and fuse 14 directly inboard of the relay.
I seems to me that you might do well to look into the wiring of the steering wheel switches themselves, if the clockspring has been changed so it can't be the issue, correct? I cannot but believe that with controls for the horn, cruise. and radio all mixed together on the wheel and the working of one corresponds to the failure of another, that there is some sort of a short circuit that is causing the horn switch sense in the front control module part of the intergrated power box to activate the horn relay which blows the horn. Does the radio control button(s) play into the situation?
I would look at pin 19 dark green/violet wire of the black 20-pin plug located on the reverse side of the ipm that is just opposite to the location of the speaker relay, as that wire is what is coming from the horn grounding button on the steering wheel. See what that wire shows as far as voltage is concerned when the key is on and when the key is off. And it should be showing Ov when you press on the horn button.
The other thing you mentioned was some sort of a remote device. Is that an add-on device? You say it was disconnected. I ask because I recall that oftern with the remote key fob usage the horn will blow when you lock or unlock the door, briefly. I wonder if the horn instead of blowing briefly is sticking 'on' (electrically) related to the remove device/logic giving the wrong signal to the horn relay when the key is turned off.
But without having the full history of the vehicle I am at a disadvantage to troubleshooting the troublesome horn. Again, I believe I can tell you how to jump a wire from pin 19 to the horn relay, by-pass the bcm control, and have a good old fashion working horn that only blow when you use the horn button and is out of the loop for everything else
