Answer
Hi Douglas,
The rear system has two separate air outlets and the front control panel overrides the rear controls so there may be a reason for your observations based upon the design of the system. There is an upper duct for the A/C and a lower duct outlet for the heater (I am not sure if there are more ducts than that) so perhaps you are just not noticing the outlet for the warm air near to the floor. The distribution is determined by the driver's temp lever position. If the lever is below 20% heat then all the air will come out from the overhead outlets. In between 20% and 80% the direction will be based upon the last position selected. If you start out at 100% heat (when all air comes out the floor vents) and then dial back to 30% heat, the air will still only come out the floor outlets.
Do you have an owner's manual? If so that may describe the function better. I am telling you what is in the '98 shop manual which is probably applicable to your '99. So check to see if the 'missing' air may be coming out on the floor openings.
Let me know if you don't find this to be the case.
Roland
