Car will not start, wont turn over, does not seem to be the battery, lights, horn all work fine

Hi Marcel,
If you mean the starter motor won't work, then I would try moving the shift selector slightly off the detent position of P or N to check whether the safety switch might be out of adjustment.
If that doesn't work, then have a helper try the starter while you check for whether there is a click from the starter motor relay (listen or touch) located in the power box under the hood. It is the middle one in the front row of three in the box. Other relays will click when the switch is turned to the run position but the question is about when the start position is tried. If you don't, then there is something wrong with the ignition switch or that safety interlock. If you do get a relay click, and you don't get a louder click from the starter motor, then the relay is bad, or the starter solenoid switch is bad. If you get the loud click then either the battery is weak or the starter motor is not responding. Try tapping on the side of the starter motor with a hammer while a helper tries the key. Finally try a jump start.
If you mean the starter motor works but the engine won't catch and idle then try to get the fault codes: turn the ignition key "on-off-on-off-on and leave on" doing that in 5 seconds or less elapsed time. Then watch the odometer window to see the mileage reading change to show some 4-digit numbers prefixed by a P. Let me know the numbers and we'll go from there.
