Hello, my 2003 Sebring,4cyl fan speed control on dash will only work on high speed setting. Problem?., and how do I safely remove the plastic switch panel on dash?

Hi JW,
The problem is not the switch but rather the 'blower motor resistor block' that provides the various voltages for the different blower speeds. It is located in the heater/ac housing under the dash, on the underside. Locate the blower motor (by sound) and follow its twisted wires to find the resistor block. Remove its connector, then remove the 2 screws that hold it to the duct and it will drop out. Put in a replacement resistor block. You will find it easier to see what is going on if you remove the underpanel silencer on the right side that otherwise blocks the view.
The symptom you describe is virtually diagnostic for that being your problem.
