Chrysler Repair: 96 Breeze electrical issues, rear defroster, volt ohm meter

The horn on my Wife's Breeze started honking continuously a few weeks ago. A person in the parking lot pulled the fuse and other than not having a horn the problem was solved. Last week her car would not start. I checked the battery and it showed 12.8 volts. I charged it to over 13 but it still would not start. I cleaned all the connections and still no luck. I replaced the horn fuse and it still blared so I disconnected the horns. I finally just jumped it off. It ran fine but the rear defroster keeps coming on and off. I can hear the relay in the fuse box clicking. Also the AC compressor didn't kick in. I am not sure if any of these are related or all 3 just happened at the same time. Any suggestions on where to start looking for the solution to all 3?

Hi Kyle,
Those problems don't seem to be inter-related unless they all started at the same time in which case I would focus in on the body computer which has a role to play in the horn, rear defroster and A/C clutch in that it has access to all those modules. However, the horn also could be due to the flexible wire in the steering wheel from the horn buttons to steering column could have broken and been grounded, the rear defroster switch wire could be shorting to ground, and the AC could simply be low on refrigerant. It sounds like the no start has been solved?
I can tell you how to check out the wires that are involved if you have a volt-ohm meter and are interested.
