Chrysler Repair: Wont Start, 4 digit numbers, gas tank

I have a 2000 Pylm Neon it has been sitting for 1 1/2, I started the car about 4 months ago and it started up fine. But when I went to start it on friday take it to the bodyshop it wouldn't start I purchase a new Battery for it, and it wont turn over it sound as if its going to but don't. I was told that it was the fuel pump but also told that it could be some other things. But told to e-mail your site.

Do you hear the fuel pump, located in the gas tank, run for about 1 second when you first turn the key to the 'run' position (before moving the key to the 'start')? If so then the fuel pump is OK.
Try turning the ignition key:"run-off-run-off-run and leave it in the run position" doing that in 5 seconds or less elapsed time. Then watch the odometer window of the speedometer to see the mileage reading change instead to show 4-digit numbers which begin with a P. Those number will tell us what is wrong. Then write back with the results and we'll go from there.
