1995 Chrysler Town and
I have a Haynes manual that says to adjust the parking brake by making a mark on the bent nail 6mm from the bracket with the parking brake fully on and then tighten the adjuster until the mark is pulled back even with the bracket.  You start with the brake cable slack.  The problem is that tightening the adjuster has not effect on the position of the mark, at least relative to the bracket shown in the manual.

Hi David,
The rear brake shoes should be adjusted properly before adjusting the parking brake cable
Remove plastic cover by pressing in fingers of the cover through holes in bracket
Before loosening cable adjusting nut, clean threads with brush and lubricate with grease. Do not use a metal wire brush because it will scratch off plating and coating.
Release the parking brake pedal then back off cable adjusting nut so there is slack in the cable
Push parking brake pedal all the way the floor
Mark bent nail aduister approximately 6mm from bracket
Tighten adusting nut until mark moves into alignment with edge of bracket. IMPORTANT: Replace bent nail with a new part if nail end hook has moved all the way to the bracket.
Replace plastic cover and tethered plug
Apply and release the parking brake to see that the rear wheels rotate freely without dragging

So be sure the brake shoes are adjusted on the rear brakes and consider whether you need to replace the bent nail.
