Chrysler Repair: 01 sebring convertible 2.7L timing chain/water pump, water pump replacement, personal watercraft

Question
Sorry, but this must be one of the most frustrating engines I have ever dealt with. I am a master service tech for a company that represents Seadoo personal watercraft. I fully understand how engines and sensors and the mechanical aspects of late model engines work. I have just completed a water pump replacement on this vehicle, (by the book) however, I did not find it too necessary to replace the timing chain. did not seem to be stretched to much that the tensioner could not overcome, but does seem to have some slack partially due to the lack of oil in the tensioner. when I was finished with the chain installation I decided to hand crank the motor a couple of revolutions to make sure all is well. Everything seems OK. At this point I decided to perform a compression check on the cylinders and aquired 150psi from all cylinders. Everything is a OK. Put it all back together making sure that all sensors are secure. Time to start it up. Guess what? No start! OK, I have checked all that I can figure. I have fire to the electrodes of the plugs. I have fuel pressure to the rail, (not sure to the injectors, but assume I do) and decent compression. Setting no apparent no start codes on the odometer when activated. I tried spraying starting fluid into to air intake and got it to back fire. Is there a chance that the cams could be 180 degrees out? Remember that this engine was running before teardown. Everything was followed to the T. What am I missing. Too much slack in the timing chain?....... Help!

Answer
Hi Larry,
What "book" have you used? There is a seven step process to install the timing chain tensioner as shown in the factory service manual. I would be pleased to xerox and postal mail you the pages for entire timing chain install process if you don't have them. Let me know a postal mailing address.
