hi I have a 2004 sebring with a code p0016 I changed the crank and cam sensors and it still bucks at 40 and can not go any faster

The manual speaks of possible problems with the signals from the sensors presumably due to a wiring issue, or possibly an issue with the cam or crank "pulse ring" or "tone wheel", i.e. the surfaces of the rotating parts that the sensors are interacting with to create their signals. Those sorts of issues involve both observing the signals with an engine scope and visual inspetion of the rotating parts.
Because the name of code specifies a misalignment between the signals from the cam and the crank sensors I would postulate another possibility: that the timing belt has slipped a notch so that there is indeed now a misalignment in the cam and crank shaft positioning which thus causes a pulse misalignment. That would be consistent with a loose of power at higher power/rpm levels.
You didn't mention the engine but my suggestion would be to check out the timing belt alignment of the cam and crank markings when at TDC or as specified in the manual. If you will specify the engine I can give you a suggestion as to how to do that.
