Hi Matt,
The entire procedure involves releasing the pressure on the fuel system and draining the fuel from the tank, and lowering the tank in order to get at the filter. The details of this are given on 4 pages in the Chrysler shop manual which I can xerox copy and postal mail to you. So let me know a postal mailing address and I will do that. It is too long for me to tell you by typing it in. By the way, there is no routine mileage at which the filter is supposed to be changed. So I would not recommend do the change without some indication that it is necessary.
