Chrysler Repair: 92 Lebaron died while driving/wont restart, pin sockets, inition

Question
QUESTION: Hi Roland, in your last e-mail you suggested that I test for 12V voltage on the 41-42 fuse and also at the rear pin of the ASD relay socket.  How should I do that?  Does the key have to be on, or when I'm trying to start the car? And how & where exactly do I check the ASD socket?

ANSWER: No the voltage will be there even if the key is off. Pull the relay out and you will see the 5 pin sockets. Test the one at the rear or the socket.

QUESTION: Roland, thanks again for all your help with this problem.  I have 2 questions;  1)I assume that the meter should be set for DC votls with one lead to ground and the other in the slot/socket of the ASD relay, and that the 12 volts should be there whether or not the key is in the inition?  2) How should I test the 41-42 fuse?  Should it have 12 volts when the ignition is on? And off? Or should the 12 volts be there all the time like the ADS relay socket?  And are the 41-42 fuses in the power box with the ASD relay?  Sorry to be such a pain, I want to make sure I do this right. And since I think my efforts have made things worse, I guess you might want to descibre what I should do, and how to do it, step-by-step.

Answer
Correct on 1)., and no matter about the switch.  For 2):Voltage should be there too all the time, on or off at the ignition, as this comes before the ignition switch. Yes it is in the box with the ASD and other relays. Read the meter the same as 1)= one lead on 41, the other on ground, then one lead on 42, the other on ground.
