Chrysler Repair: 98 Minivan: no check engine light, malfunction indicator light, emission test

my 1998 Town & country failed its emission test because the "vehicle's Malfunction Indicator Light (MIL) does not illuminate under key on engine off conditions". Any suggestions as to what this means and how to go about fixing it???

Hi Scott,
I would start by removing the cluster and testing the light to see if it is burned out.
I assume the prndl indicator is controlled electrically, otherwise let me know as the procedure is a little different.
No special tool needed. You begin by removing the main bezel that is surrounding the cluster.
Remove the steering column cover
Remove over steering column bezel
Remove left end cover of dash
Remove screw at left end of bezel and headlamp switch
Remove screws holding cluster bezel to instrument panel from each side of steering column
Disconnect strip holding cluster bezel to instrument panel from above right vent louver
Separate bezel from panel
Disconnect wires from back of bezel.
When installing take care not to push on louvers, and use care when reattaching clip to louver

Then remove screws holding instrument cluster to instrument panel
Rotate top of cluster outward
Remove cluster
Disconnect wire from rear of cluster.
The bulb in question is the lowest one on the left hand end of the dash as viewed from the front side.
Install is the reverse, put bottom in first, attach wire, then rotate top back into place.

The bulb is a type PC 194
