Answer
Hi Ray,
This a very frequent failure mode of a part called the "blower motor resistor block" which is a set of several resistors whose purpose is to produce a set of different voltages that cause the blower to operate at the various speed settings. This chain of resistors has a propensity to 'blow' leaving only 'high' speed. It is not too expensive, about $25. You simply remove the screws that go around the glove box opening, drop the body of the glove box down, then reach through the opening to find the plug for the block mounted above the opening on the firewall. A couple of screws hold it in place and once removed allow the block to be pulled out of the firewall. The resistors are on the opposite side from the plug, in the intake airstream which cools them off. When you put in the new one, inspect to be sure the resistors aren't touching each other, and move them gently to separate, if so.
My description is based upon the '01 manual which I believe is applicable to your '03. In any case you can find the block by following the double wire that you will find at the blower housing back to its other end at the plug for the block.

PS Use the 'thank/rate' tab to get back to me with any further questions, without having to wait for me to be 'available' to take a question. Also, at that tab there is an opportunity for you to nominate me to be 'expert of the month'. I would appreciate your entering a 'yes' at that point. I am in competition with a fellow who appears to me to be bending the rules, and I bristle at people who take unfair advantage in a competition. Thanks in advance.
