QUESTION: why won't the key turn to the start or on position?? but  i can turn the steering wheel, and the wheels turn

ANSWER: Hy Ryan
It is probably a issue with the tumblers. Have you tried turning it the other way, toward the accessory position? If that doesn't free it up, try a different key and also try squirting some dry graphite powdered grease in the key hole and putting the key in and out. Also squirt the graphite around the circumference of the key cylinder. Doing all those things, repeatedly will probably loosen things up.

QUESTION: so would you say a lubricating oil would work also?

Answer
No, I would start with powedered graphite as that is the common, accepted lubricant for key locks. Oil will likely gum up the tumblers. WD-40 might be ok if the graphite won't work, but only in the circumferential area around the cylinder, and not the key hole.
