Chrysler Repair: 98 Sebring Limited ABS problem, break pads, abs light

Question
So, for seemingly no reason, my ABS system is not working as it probably should be. Instead of getting the pumping, feeling you would normally get from your ABS working correctly, I get a rough, grinding feel and sound as well as inability to break properly under poor driving conditions. Almost as if something was getting stuck in the process. I changed the break pads a few thousand miles ago, but I feel like I would have noticed this problem much earlier if that were the problem.

if there was an issue with the abs u would have an abs light on   any noise or things like that would be what U just did as far as pads or something else mechanical.
FYI the abs only is working when U are loosing control of the brakes not used under normal driving.
