Chrysler Repair: 98 Concorde LXi Digital Climate Control, concorde lxi, fan speed control

More info on my digital climate control problem:
Air flow comes thru dash (panel) vents only.  Cannot direct air flow thru floor, mix, or defrost vents.  Control Head Temp setting does not control air temp, it is either ambient, or A/C (temp unknown)if snow button is pushed.  I replaced Control Head but no change in problem.  Fan speed control works fine.  A/C button works fine.  Control Head diagnostic program never comes up with a failure code, it just blinks continuously.   I have checked fuses, removed fuse #19 and #6A for 30 min but no change.  Air temp once went to full heat (Blend Door must have gone to full heat position) possibly after disconnecting/connecting the battery.  I disconnected/connected the battery again and the system went back to ambient air or A/C (no heat).  Rec door is currently positioned in outside air mode as air flow velocity is proportional to car speed with Control Head fan off.
I have removed the Blend and Mode Door actuators.  Both motors spin with 12 volt source applied to motor leads.  Both doors work manually (not stuck).  I can get plenty of heat when blend door was repositioned manually.  It seems that all actuators (Blend, Mode, Rec and Defrost) are not working.  Could this be a ground problem common to all actuators?    Help!  I’m in Climate Control Hell!  Thanks.

Hi Russell,
I have the impression that you asked an earlier question but I can't easily find a reference to it. Do you recall the date if so?
My '98 Concorde manual shows for the ATC unit that the fuse for the ATC control is #17 in the junction block behind the dash. Did I suggest the fuses you tried changing out? The actuators have a common driver (some fixed voltage, not a ground but the same concept) colored brown/white that comes out of pin 10 of the body control module's gray plug. You might want to check if there is voltage on that wire or not. You will find it also at each actuator.
