Chrysler Repair: 1996 Concorde: hard starting, dies, vacuum hoses, battery clamps

car starts when it wants to sometimes it starts sometimes it dont  and it will stall as well and take long time  to restart    we did tune up replace pluigs and wires and  all vacuum hoses and seem to be getting pressure at fuel rail sometimes windows dont go up and down and sometimes the cooling fan dont come on when running car sometimes it takes  10 mins to restart and sometimes it takes over 2 hour  have any ideas of this problem?

The best way to find out is to try to find whether the engine computer has recognized the cause of the problem and stored it as a coded number in its memory. You may be able to get the code using the ignition key:"on-off-on-off-on and leave" doing that in 5 seconds or less elapsed time. Then watch the check engine light which remains "on" to see it begin the flash, pause, flash, etc. Count the number of flashes before each pause. Then repeat the process to be sure you have a correct set of flash counts. Write back with the results of those counts, in the order of appearance. If that doesn't work, then go to an Autozone parts store where they will plug a code reader into a socket under the dash. Ask for the code numbers, and then write me back with that result.

codes were 12,10,55 in that order.

There is one problem: there is no 10 code, if you mean a long pause with no flashing following the 1. So please give it another try. There are no codes ending in zero.
The 55 code simply means 'end of readout'. The 12 code means the battery supply to the engine computer was disconnected sometime in the past 50-100 key cycles. If you don't believe that is the case then I would check the battery clamps and ground connections of the wires that are attached to the -post clamp.
So take another look and let me know what the middle code is.
Could it have been 11?  If so that means the signal from the crankshaft rotational sensor has been missing, which would be a cause of your problems if that is true.
