Chrysler Repair: blower motor a/c & Heater, Concorde 1999, conventional type, failure mode

A/c & heater blower motor will not go off.  Does the whole dash have to come out to repair?

No the whole dash doesn't have to come out.
The AC/heater control panel is attached to the trim bezel itself which surrounds the center console area. You can simply gently pry the edges of the panel around its edges to free the clips that hold it in place. There are two or so plugs that have to be pulled. The control is held on to the bezel with screws.
You didn't mention if you have the digital readout automatic temp control type or the conventional type. The body control module mediates between the control panel and the motor, and also there is a resistor block in the case of the conventional type set up and a power module in the case of the ATC unit. So there are several possible explanations for your problem. Is it that the blower only blows on one speed (high?) no matter where you set it, or that it blows on variable speeds but off doesn't turn it off? or? If you have the automatic temp unit, then there is a blower motor power module located in an air duct of the distribution system that could be in failure mode. It has a plug going to it from the blower. It is a solid state device that provides for different voltages for the 14 fan speeds, and may be putting out one voltage only. So consider that as the cause, rather than the control panel or the body module. If you have the conventional type there is a resistor block that usual won't fail in that way, but rather will only blow on the high speed setting but is off on all the others settings.
