Chrysler Repair: 96 Grand Voyager SE, fuse box, chrysler dealer

I have 2 quick questions, one, if you have a fuel line diagram, as I bought this van used, and found lines off, and look incorrect, and cannot find a diagram in any manual I find. Also, no manual mentions where the BCM, which I have deduced may be responsible for my wipers only working with the wash button depressed, and idea where it is located in the vehicle? If you have any other ideas why I am getting horrible gas mileage, and the wiper issue, please let me know. This van has 154000 kms, and the engine is leak free and perfectly quiet and smooth, trans is same thing, no bad shifting, or slipping, it is in excellent shape, not sure why it's being so hard on fuel.

Hi Yan,
On the question of the fuel line diagrams, I would go to a Chrysler Dealer parts counter and ask them to allow you to look at their computerized parts list which shows not only the parts and the part numbers but also how they are connected to together in diagrams which will lay out exactly what you need to know.
On the question of the wipers, there is either a failed PTC (a fuse-like device) or an internal resistor in the control switch of the wiper control section of the multifunction switch OR the wire that connects the switch output to the body computer is "open" or the body computer is at fault. I would start with the "fuse", then the switch itself.
You will find the body computer is located on the rear side of the in-cabin fuse box (called the junction block).  To find both, you have to remove the lower steering column cover and the knee blocker reinforcement. Then you will see two plugs on the bottom of the the "package" which are the plugs of the BCM. They have 40 pins each and are numbered 1-40 and 41-80. The control wire from the wiper switch is on pin #7 and is dark green/yellow. When you turn on the wiper switch you should see varying voltages depending upon the position of the switch on that wire. If you don't, then either the switch is defective, or the fuse-like device in socket #7 of the 10 sockets located in the horizontal row of "positive temperature coefficient devices" in the fuse box that are directly underneath the top plugs of the box is blown. I would check the #7 PTC to begin with, then check for varying voltages on the dark green/yellow wire. Let me know what you find and we'll go from there. I am working with the '98 manual which I believe applies to your '96.
