Answer
Hi Jim,
My '98 manual show there to be a pump on the bottom of the reservoir located in the area in front of the right front tire (and behind the front bumper fascia), hidden by the wheel house splash shield. So remove the splash shield and you will find the reservoir. You might want to first test the fuse-like device in position 7 of a row of sockets for these "positive temperature coefficient" devices located under the 4 big plugs on the fuse/junction box under the dash. That #7 device is what powers the motor for the washer pump. To remove the splash shield you will need to jack up the right front wheel, then remove the tire, then remover the push-pin fasteners that hold the shield to the frame rail in front and behind the suspension (pull out on the center pin), then remove all the screws that hold the shield to the fender itself. The shield will then drop out and reveal the bottle with the pump on the bottom.
