Chrysler Repair: a/c clutch not engaging and fans running, r 134a, refrigerant pressure

Hi Roland, I asked you a question about 2 days ago regarding my 96 concorde.  They A/c clutch is not engaging and you said it may be the A/c Transducer.  One thing I failed to mention the other day is the cooling fans are running constantly.  I did a code check through the key hole on/off/on/off/on process and all I got was a code 12.  Do we have any idea what that code 12 is if anything, and could this fan running issue be related to the a/c problem.  Thanks for your help, your answer to my first question was great and well explained and very helpful

There are two relays (high and low speed fans) that have to be closed if the fans are to operate (unless the circuit has been modified). The fans will also come on when the a/c refrigerant pressure is elevated. Could that now be the case if you have loaded in too much refrigerant? Did they do this before you added R-134a?
The engine controller will turn on one or both fan relays depending on the engine coolant temp, and also the fans apparently will come on when the pressure of the refrigerant in the a/c system is over 209 psi (low speed fan) or 250 psi (high speed fan). You could try pulling the fan relays to verify that the fans stop, and then verify that the relay contacts are "open" (there should be no connection between the front and pack pin of the relays when they are pulled from their sockets) when removed from the sockets.
The 12 code just means the battery power (as seen at the controller itself)has been disconnected recently. It has nothing to do with the fans.
