Chrysler Repair: 2000 Chrysler 300m wont start:anti-theft?, 2000 chrysler 300m, fuse box

Hi sir,  my car wont start, and I think it is the vehicle theft system.  I thought it might have been the battery, so I bought a new one, its not that.  I called over a local mechanic, and he thought it might be the starter, so he pulled the starter off and tested it.  He said the starter is not bad.  So now we are suspecting its the theft system.  My car does not make a sound when i turn the key to start it.  How do I disarm or reset the theft system, so I can drive my car.   Thanks

These systems are a challenge when they malfunction, but it is indeed the case that it may lock out the starter motor after 6 unsuccessful attempts to start it.
I would begin by unplugging fuse #19 (also called the ignition off draw or IOD) in the junction box behind the dash. You get into that by opening the driver door and remove the end cap on the dash panel which exposes the fuse box. Then remove #19 and leave it out for a half-hour. Then replug it in and try the starter. If it starts but dies after a couple of seconds then try to lock/unlock with the key the passenger door and try the start again. If no go, then try the driver door lock/unlock. If still no go, with the hood open, try unlock the trunk lock and try again. If none of that results in a successful start then you may have to have it towed to a dealer for reprogramming of the system. Do you have more than one ignition key? If so, try the other key, assuming that it was properly programmed previously.
These are the only ideas that I can suggest.
