Chrysler Repair: 1996 Chrysler Concorde wont start, powertrain control module, 1996 chrysler concorde

Question
QUESTION: The car will not start. My mechanic couldn't find the problem. He says it has no spark and my computer wouldn't communicate with his. I did notice something strange. When I turn the ignition to on, the MIL light goes out immediately. I can't run a self test (on-off-on-off-on) in 5 seconds. The mil will not flash anything. Again, when I turn the key to on, the MIL will stay lit for only one split second.

ANSWER: get a different scanner and see if it will talk to the PCM  if not  then  make sure the fuses for the pcm are good and it has good ground  if all is well  more then likely bad PCM.
