Chrysler Repair: PCM, ECM problem, chrysler concord, fuse box

Hi Kevin,
I have 2000 Chrysler Concord, 2.7 L. Recently i decided to change the dashboard on my car because of a big crack on it. One of my friends who owns a small body shop got hold of a used dashboard which came with the fuse box and the wire harness. He changed the dash and connected the new old fuse box with the attached BCM to the original cluster and PCM. He soon found out that the he can't start the engine and put back the original fuse box and BCM and connected it to the original PCM and cluster. He still couldn't start the engine and we towed the car to nearest Chrysler dealer. After checking all the wires and spending $500 on labor, they told me that they checked the PCM with scanner and PCM is in lockout mode. Long story short now they want to change both BCM and PCM. Does it make sence to you? Why do they have to change both units when the PCM is in lockout mode? is there any way to reprogram the PCM since the PCM is alive and can be reed by the scanner?

I will tell u what happened  the BCM that u got from the other dash pad had an alarm system in it  when u plugged it int the car it talked to the PCM and burnt into it that it has an alarm and was looking for the in for from the bcm to say it was ok to start up and run. Well the new bcm did not have such sensors and switches to say it was ok  so it told the pcm not ok to start. Swapping out for the old BCM did not do any good   this is like having  white peace of paper and dying it blue  and then decide u want white again  its is now and forever stained blue   same with the PCM  once it sees an alarm  it is forever looking for an alarm to say ok to start.  SO yes they are correct in wanting a NEW bcm and PCM to get u running again.
