Chrysler Repair: 1999 Plymouth grand voyagers lights blink flash and blink blink, plymouth grand voyager, blink blink

QUESTION: I have a 1999 Plymouth Grand Voyager which is a 3.3 L flex fuel model. I just changed out my EGR valve assembly. To do so I took the battery out. After putting the battery back in the PCM started clicking at a regular interval. I thought that I had left the turn signal on so when I went to turn it off all my dash/console lights were blinking (a/c,  odometer, speedometer, rear a/c equipment, and the tail lights) and both brake lights were blinking and my hazard lights nor turn signal were activated. I looked online and tried to implement the a/c recalibration techniques, yet none worked. I tried it with the a/c on and recirculation on and with them off. I tried it with full hot and then with full cold. No success. The lights are still blinking. They continue to do this even though my keys are not in it.

The good news is that my 'service engine soon' light went out because I changed the EGR valve! But now can you help me stop this blasted blinking!

ANSWER: Hi Steve,
Try removing fuse 28 ('IOD' in the rear corner of the fuse box that is under the hood) for around a half an hour. Then put it back in and see if that solves this.

QUESTION: Thanks Roland.
I tried this and when I placed it back in a new problem showed up. Not only were all the lights going on and off along with the blinking tail lights, the front yellow hazard/turning lights were blinking also.

Are there any other possible solutions?

Hi Steve,
It appears that the anti-theft alarm system is activated and so that needs to be deactivated. The usual way is to lock/unlock either front door using the door key. Try both doors and also try the same action with the liftgate. If that doesn't clear it, then it could be that the wires from those door locks are broken and we'll have to try simulating the action at the body controller where those wires are attached. If using the door key approach doesn't work, then if you have the remote keyless entry fob try using that similarly:lock/unlock.
Let me know how it works out and if necessary we can try the simulation.

PS Make sure that all the doors and the hood are closed tight before doing all the above.
PPS Before doing any of the above try opening the hood, then cycle the key in the liftgate to the unlock position. This may also disarm the system. If not, then try all the above.
