Chrysler Repair: 97 Sebring Starting and running problem, chrysler sebring lxi, vacuum leaks

97 Chrysler Sebring LXI 2.5L (Regular output, not High Output)

Ok. Have new cap-rotor-wires-plugs. No vacuum leaks. New idle air valve. 4 new O2 sensors. New battery and terminal connectors. No engine codes, no check engine light (most of the time). Codes were cleared on several occasions, but all of the codes I received were expected. (Such as a MAP sensor code after I unplugged the MAP sensor while car was running, etc. )

Now, the problem. (The problem has been growing for about 2 years, minor at first, barely noticeable, but gradually worsening.) When not dead cold, the car will not idle properly. Rough and erratic is the best description. I had to adjust (open) the hard stop on the throttle plate just to get it to idle. On the open road the power surges some. (not bad, but noticeable, and power is perhaps mildly reduced.) Recently it has taken to not starting when warm.(Not just hot, but at all temps except dead cold.) Turns over well, just won't catch and run. Today though I smelled fuel for the first time. After stopping at a local store (about 2 miles) it would not restart. I went to the fuel cap and released a large volume of vapor by loosening the cap and re-tightening it. It started right up. There was much more vapor than I am accustomed to released during this process.

Tomorrow it is getting a new fuel filter.

Any other suggestions? Evap cannister plugged? Fuel vapor system hoses kinked, other parts in that system?

Yes, I did take it to one mechanic, and for $200 I got back a car that was not improved. (At least he admitted that he couldn't really find the problem and stopped charging me!)

Rough Idle, Hard Start, Start & Stall
OVERVIEW:
This bulletin involves installing a revised EGR valve.
MODELS:
1995 - 2000 (JA) Breeze/Cirrus/Stratus
1996 - 2000 (JX) Sebring Convertible
NOTE: THIS BULLETIN APPLIES TO VEHICLES EQUIPPED WITH A 2.5L ENGINE.
SYMPTOM/CONDITION:
Vehicle may intermittently exhibit any of the following conditions:
• Rough engine idle.
• Hard start or long crank after hot soak.
• Start and stall when started with cold engine.
• Diagnostic Trouble Code (DTC) P0300, Multiple Cylinder Mis-fire.
DIAGNOSIS:
Using the Diagnostic Scan Tool (DRB III®) with the appropriate Diagnostic Procedures,
verify all engine/transmission systems are functioning as designed. If other DTC’s are
present, record them on the repair order and repair as necessary before proceeding
further with this bulletin. If the condition(s) can be duplicated or is described by
the customer, it may be caused by the EGR valve being stuck partially open. To
confirm whether or not the valve is stuck partially open:
1. If the condition(s) can be duplicated, then block off the EGR passageway to the
intake manifold. If the condition(s) disappear, but will reappear when the EGR
passageway is re-opened, perform the Repair Procedure.
2. If the condition(s) cannot be duplicated, but are described by the
customer, perform the Repair procedure.
