QUESTION: 1999 Dodge Intrepid ES, 3.2l. The blower motor stopped working on all speeds and wanted to know how to determine if it is the Blower or Resistor and how to test that.

ANSWER: replace the resistor   no need to test it.

QUESTION: So from this you're confident that the Blower is not the problem? If the resistor does not fix the issue then it would point to the blower, was trying to determine this checking voltage etc., prior to buying a resistor.

the  blower motor is only a result of what passes through the resistor. It works on high because it gets straight ground to the control head and passing through the resistor gives u the slower speeds. If u nuke a resistor again in a short time then the blower motor is drawing to many amps and then will require replacement and a new resistor.
